The Vulnerable Adult Advocacy and Assistance Section

The Vulnerable Adult Advocacy and Assistance Section (VAAAS) is committed to safeguarding the civil legal rights, personal safety, and economic well-being of older Georgians and At-Risk adults. Through dedicated advocacy and intervention, VAAAS provides legal representation, connects individuals to critical services and benefits, bridging systemic gaps, and responds to urgent safety needs. This mission is carried out through three specialized units — FSIU, ELAP, and TERF — that work collaboratively to deliver professional training, civil legal assistance, and temporary emergency placement to Georgia’s most vulnerable populations.

Forensic Special Initiatives Unit

The Forensic Special Initiatives Unit (FSIU) supports local, state, and federal agencies by identifying and addressing system gaps and developing process improvements to protect Georgia’s at-risk adults from abuse, neglect, and exploitation.

We provide tools to primary and secondary responders to prevent future victimizations, prosecute offenders of at-risk adult abuse, and assist law enforcement with the resources to conduct investigations.

Elderly Legal Assistance Program

The Elderly Legal Assistance Program (ELAP) helps protect the rights of older adults in Georgia. It gives free legal help to a person who is 60 years old or older.

ELAP consists of a network of agencies that run the program and law firms that provide legal help. To receive legal help through ELAP, you should reach out to the local law firm that serves the county where you live. The program is funded by the Older Americans Act, which supports programs across the United States and its territories aimed at helping older adults live independently, healthily, and safely.
